WHEREAS, Beginning in the decade of the 1970s the citizens of the United States became deeply concerned about the condition of our natural environment; and
WHEREAS, An environmental movement ensued leading to major national legislation such as the Clean Air Act, the Clean Water Act, and the Resource Conservation and Recovery Act; and
WHEREAS, Nevada responded by creating the State Environmental Commission and bestowed on the Commission authority over air and water quality, solid and hazardous waste, and
WHEREAS, The Commission is an eleven member body created to hear petitions for adoption of complex environmental regulations and to hear appeals by aggrieved parties; and
WHEREAS, The work of the Commission is both difficult and vitally important to protecting Nevada's environment, the health of its citizens and to ensuring that the interests of stakeholders are given fair consideration; and
WHEREAS, Mr. Melvin Close has served as Chairman of the State Environmental Commission for more than 20 years, and has established a record that demonstrates integrity, steady leadership, impartiality and a commitment to the public interest; and
WHEREAS, Mr. Close has decided to retire from the Commission, the State now recognizes the profound contribution that Mr. Close has made to all citizens of Nevada through his long, distinguished service on the Commission;
NOW, THEREFORE, I, KENNY C. GUINN, GOVERNOR OF THE STATE OF NEVADA, do hereby proclaim December 21, 2006 as a day in honor of
MR. MELVIN D. CLOSE
